The three questions that decide everything
Before price, before location, before the view — answer these three. Together they determine whether the deal is even possible and which version of this guide applies to you.
1 · What class is the land?
Bulgarian land is defined first by its legal designation — what it is legally for. Agricultural land is cheap and you generally cannot build a house on it. Regulated (urbanised) land is 10–20× more expensive and you can. Forest land is effectively un-buildable. This one variable drives price, build rights, tax, and ownership eligibility. Ask "agricultural, regulated, or forest?" before you ask the price.
2 · What is your nationality?
An EU/EEA citizen or a Bulgarian citizen can buy land directly. A non-EU citizen (US, UK post-Brexit, Canadian, Australian, Israeli…) cannot own land in their own name at all — and the popular "just set up a company" workaround only reliably solves this for regulated land, not farmland. This is the crux of the entire guide.
3 · What do you actually want?
A registrable, year-round home means regulated land or an apartment — full stop. A cheap, off-grid cabin with a view can work on agricultural land, but only as a legally-defined farm building, with heavy caveats. A ski-let investment is an apartment, not land. Naming the goal tells you which land class to even look at.
